Expands the definition of "claimant agency" to include any state agency, board, committee, commission, state institution of higher learning, political subdivision, or other governmental or quasi-governmental entity of the state that is owed money.

Authorizes state agencies and political subdivisions to submit debts owed to them to the Department of Revenue for collection through setoff against income tax refunds owed to the debtor.

Maintains existing definitions of "debtor" as any individual owing money with a delinquent account to a claimant agency, and "debt" as any liquidated sum due regardless of whether a judgment has been issued.

Takes effect July 1, 2014.
