Prohibits school boards in districts with accountability rating grades of "D" or "F" from denying student transfer requests to another school within the district or to any school district in the state.

Requires parents or guardians to submit a written petition stating only the request for reassignment and identifying the receiving district; no additional documentation required.

Mandates receiving school districts verify the accountability rating of the transferring district and, upon confirmation of poor ratings, must accept the student and request per pupil expenditures from the transferring district.

Allows receiving districts or schools to refuse student transfers only if they lack capacity to accommodate transferring students.

Takes effect July 1, 2014.
