Grants each public school teacher total autonomy over classroom management, instruction methods, and student discipline, provided methods comply with State Board of Education rules and local school board policies.

Establishes teachers as the singular classroom disciplinarian with authority to reprimand disruptive students without interference from administrators; teachers may refer students to principals/administrators for removal from classroom with a disciplinary recommendation.

Requires school administrators to give serious consideration to teacher removal recommendations; if an administrator disapproves the teacher's recommendation, the student cannot be removed for more than one day and the administrator must provide written justification.

Mandates that students cannot return to the classroom after removal until a conference is held with parents, guardians, school administrators, and the referring teacher to discuss the disruptive behavior.

Amends Mississippi Code Section 37-11-55 to require local school codes of conduct recognize the teacher as the singular authority in classroom matters as provided in this act.
