Authorizes port commissions to lease or use Lowry Island (submerged lands and tidelands between the East and West Pascagoula Rivers in Jackson County) for residential, commercial, port, and industrial purposes.

Allows city governing authorities to apply for state leases of up to 40 years and sublease the property for the same purposes, with subleases subject to Secretary of State approval.

Permits subleasing for multiunit residential structures not exceeding 50 feet in height that are integral to a public marina on two specific parcels adjacent to the Pascagoula Rivers and U.S. Highway 90.

Requires subleases to be terminated if property is not utilized within 5 years or if use ceases for 2 years, with exceptions for delays caused by acts of God, governmental actions, or other causes beyond the sublessee's control.

Effective July 1, 2014.
