House Bill 821 Summary

• Students residing in "D" or "F" rated school districts may enroll in charter schools located in any other school district, in addition to students in the charter school's home district.

• When a charter school closes, unspent government funds revert to the school districts where students reside, proportionate to each district's enrollment in the charter school.

• Charter schools must certify annually to each school district the number of enrolled students residing in that district.

• State education funding for charter schools is calculated based on the school districts where students reside, with each student's funding tied to their home district's adequate education program rate.

• School districts must make local contribution and ad valorem tax payments to charter schools based on the number of students from that district enrolled in the charter school.
