Requires all Mississippi school districts with elected superintendents as of July 1, 2011 to hold a referendum in November 2014 on whether to change from elective to appointive selection method for superintendent.

County boards of supervisors must publish election notice once weekly for at least three consecutive weeks, with first publication at least 21 days before the election and last publication no more than 7 days before election.

Ballot must clearly state the purpose and present two options: "FOR CHANGING FROM THE ELECTIVE TO THE APPOINTIVE METHOD" or "AGAINST CHANGING FROM THE ELECTIVE TO THE APPOINTIVE METHOD," with voters marking their choice.

Change in selection method becomes effective at the end of the superintendent's term expiring in January 2016 if a majority of registered, qualified electors voting approve the measure.

Act takes effect July 1, 2014.
