• Brings forward multiple sections of the Mississippi Adequate Education Program (MAEP) Act of 1997 for possible amendments, including provisions governing funding formulas, base student costs, and program allocations.

• Establishes the Commission on Restructuring the Mississippi Adequate Education Program to study and report on MAEP efficiency, local contributions, base student costs, add-on programs, at-risk student funds, and average daily attendance determination, with reports due by November 1, 2005 and every four years thereafter.

• Creates a task force to study failing schools and school districts in Mississippi, including their resources, accountability measures, sanctions, and effectiveness of improvement efforts, with annual reports required beginning January 2, 2010.

• Maintains full funding requirement for MAEP effective fiscal year 2007 and specifies distribution procedures for adequate education program funds to school districts and charter schools via electronic funds transfer on a monthly basis.
