Amends Section 37-13-5 to require state and U.S. flags be displayed on proper staffs outside school buildings during daylight hours when school is in session and weather permits, with boards of trustees responsible for providing flags and staffs.

Adds complaint and enforcement mechanism allowing anyone to report non-compliance with flag display requirements to the State Department of Education, which must notify districts and allow 30 days to correct violations before withholding adequate education program funds.

Amends Section 37-13-6 to require U.S. flags be displayed in each classroom and principal's office, and mandates students recite the Pledge of Allegiance at the beginning of the first class each day, with opt-out protections for students and teachers who object.

Adds enforcement provision to Section 37-13-6 allowing complaints about flag display or pledge recitation non-compliance, with the same 30-day cure period before state funding is withheld.

Amends Section 37-13-7 to remove contradictory provisions about monthly pledge recitations and retain only the requirement to teach the Mississippi state pledge alongside the U.S. pledge, effective July 1, 2014.
