Allows motor vehicle owners, operators, or drivers to bypass an inspection station without penalty if they cannot completely exit a highway, road, or street due to vehicle obstruction when reaching the exit lane.

Requires that vehicles bypassing an inspection station must stop at the next inspection station on their planned route to avoid criminal or civil penalties.

Applies this bypass provision to inspection stations established under multiple Mississippi Code sections governing transportation, motor vehicle privilege taxes, gasoline transportation, and motor carrier regulations.

Replaces references to "State Tax Commission" with "Department of Revenue" in related sections.

Takes effect July 1, 2014.
