Establishes inspection requirements for commercial motor vehicles with gross weight ratings over 10,000 pounds, vehicles over 26,000 pounds, motor coaches designed for 15+ passengers, and vehicles transporting hazardous materials.

Sets inspection fees at $100 per commercial motor vehicle, with $50 paid to the department and $50 retained by the inspection station; establishes $20 fee for inspector certification and $50 fee for inspection station certification.

Creates civil and criminal penalties for violations including issuing invalid certificates, falsely representing repair requirements, charging unauthorized fees, and operating unsafe vehicles, with misdemeanor offenses punishable by fines up to $200 and third/second-degree felonies for counterfeiting certificates.

Allocates collected fees with 15% to the CMV Inspection Program, 20% to the Motor Carrier Division, 30% to the Department of Public Safety Administrative Fund, and 35% to the State General Fund.
