Increases the number of design-build projects the Mississippi Transportation Commission can award per fiscal year for projects costing $10 million or less from two (2) to five (5) projects

Lowers the cost threshold for larger design-build projects from $50 million to $10 million

Increases the annual limit on larger design-build projects from one (1) to three (3) projects per fiscal year

Design-build contracts combine design and construction phases into a single contract, serving as an alternative to the traditional competitive bid process

All design-build contracts remain subject to State Auditor oversight, with MDOT required to reimburse actual audit expenses and submit annual evaluation reports to the Legislature
