Brings forward Sections 19-5-331 through 19-5-343 of Mississippi Code of 1972 relating to Enhanced Wireless Emergency Telephone Service (E-911) for amendment purposes, effective July 1, 2014.

Establishes an 8-member Commercial Mobile Radio Service (CMRS) Board appointed by the Governor to collect and distribute a $1.00 monthly E-911 service charge per CMRS connection statewide.

Requires CMRS providers to collect E-911 charges and remit them to the board within 30 days, with 30% deposited into the CMRS Fund for administrative costs and wireless E-911 compliance, and at least 70% distributed to Emergency Communications Districts based on CMRS connections.

Creates separate provisions for prepaid wireless telecommunications service requiring a $1.00 per transaction E-911 charge collected by sellers and remitted to the Department of Revenue, which forwards collections to the CMRS Board.

Prohibits misuse of wireless emergency telephone service for non-emergency purposes, with penalties of up to $500 fine or 30 days jail time for misdemeanors, or up to $5,000 fine and 3 years imprisonment for felonies involving charges exceeding $100.
