Amends Mississippi Code Section 17-5-15 to authorize counties and municipalities to sell or transfer title of county-owned and municipally-owned equipment to other counties and municipalities, in addition to existing lending and leasing authority.

Allows governing authorities to set the terms, conditions, and compensation amount for equipment sales and transfers through duly adopted orders entered in official minutes.

Permits equipment and operators to be sold or transferred only for use in public projects of the receiving county or municipality.

Authorizes equipment operator fees equal to the average hourly salary paid to operators by the transferring county or municipality.

Requires proceeds from sales and transfers to be deposited into the road and bridge fund of the county or municipal general fund, as applicable; effective July 1, 2014.
