Amends Section 45-9-53 of Mississippi Code to clarify exceptions to local firearm regulations by removing language allowing counties and municipalities to regulate firearms during insurrection, riots, and natural disasters.

Establishes that local firearm regulations do not apply to lawful possession of firearms in the home, place of business, or in transit between home and business.

Maintains existing exceptions allowing local regulation of firearm discharge in extraterritorial areas and annexed lands, with different acreage and distance requirements for shotguns/air weapons (10 acres, 150 feet) versus center fire and rim fire rifles/pistols (50 acres, 300 feet).

Preserves local authority to regulate firearms at public parks, government meetings, political events, and non-firearm-related school and professional athletic events, with exceptions for lawful hunting and fishing activities.

Takes effect July 1, 2014.
