Creates Section 83-39-30 of Mississippi Code to establish penalties for illegal business referrals by licensed bail agents.

Prohibits bail agents from paying or giving anything of value to law enforcement, judicial officials, or facility employees to solicit business referrals; violators face up to 5 years imprisonment and/or fines up to $50,000.

Prohibits bail agents from paying, giving, or soliciting payments of value to incarcerated inmates or trustees to solicit business referrals; violators face up to 5 years imprisonment and/or fines up to $50,000.

Permits bail agents to make political contributions to candidates for public office without restriction under this section.

Requires permanent revocation of bail agent licenses for violations and bars convicted individuals from involvement in any bail business.

Takes effect July 1, 2014.
