Expands the prohibition on permanently removed bank officers and employees to include bank subsidiaries, bank holding companies, and other entities regulated by the Department of Banking and Consumer Finance, requiring prior written commissioner approval for any such positions.

Requires prior consent and approval from the Commissioner of Banking and Consumer Finance for any proposed transfer of bank assets to be purchased, held, or owned by a bank securities corporation, effective July 1, 2014.

Authorizes the Department of Banking and Consumer Finance to establish public education programs regarding financial literacy, provisions of banking law, and regulated industries, with coordination authority between the Department and the Office of Consumer Protection.

Empowers the Commissioner to promulgate rules and regulations and cooperate with state and federal agencies to enforce prohibitions on removed bank personnel.

Effective date: July 1, 2014.
