Adopts the Interstate Mining Compact and authorizes Mississippi to join the Interstate Mining Compact Commission through the Governor's office.

Establishes that the Governor may appoint a designee to represent the state at the compact and participate in its business.

Specifies that Interstate Mining Compact provisions and policies cannot limit, repeal, or supersede Mississippi state laws.

Authorizes the Mississippi Department of Environmental Quality to pay annual membership dues from Surface Coal Mining Permit Fees or federal Office of Surface Mining Reclamation and Enforcement grants.

Allows the Legislature to withdraw the state from the compact with one year's prior written notice to other member states.
