Establishes the "Uniform Faithful Presidential Electors Act" requiring each political party and unaffiliated presidential candidate to submit two qualified individuals for each elector position, with one designated as elector nominee and one as alternate.

Requires each elector nominee to execute a pledge to vote for the presidential and vice presidential nominees of the party or candidate that nominated them.

Designates the Secretary of State to preside over the meeting of electors on the first Monday after the second Wednesday in December and to fill any vacant elector positions through specified procedures, including use of alternate electors or selection by lot.

Authorizes the Secretary of State to accept only ballots from electors whose votes are consistent with their executed pledges and requires that any elector refusing to vote consistently or presenting an unmarked ballot vacates their position.

Repeals existing provisions governing Mississippi's presidential primaries and delegate selection (Sections 23-15-1081, 23-15-1085, 23-15-1087, 23-15-1089, 23-15-1091, 23-15-1093, and 23-15-1095) and takes effect July 1, 2014.
