Prohibits possession of open alcoholic beverage, light wine, or beer containers and consumption of these beverages in the passenger compartment of a motor vehicle on public roads, highways, or highway rights-of-way in Mississippi

Defines "open container" as any glass, metal, plastic or other container with alcoholic beverages that has been opened, punctured, cut, or constructed to allow consumption without opening, and includes the glove compartment in the passenger area

Creates civil penalties of $100 to $200 for violations

Provides exceptions allowing open containers in living quarters of parked house coaches/trailers, hired passenger vehicles, areas behind the last upright seat in vehicles without trunks, and locked glove compartments

Preempts any local ordinances that impose more stringent restrictions on open containers in vehicles and takes effect July 1, 2014
