Requires the Department of Corrections to directly notify the Chief of Police of the City of Jackson prior to releasing any offender to Jackson, in addition to existing notice requirements to sheriffs and police chiefs.

Maintains existing requirement that the Director of Records provide written or electronic notice within 48 hours before an offender's release due to discharge, parole, pardon, temporary leave, or pass to relevant county and municipal officials.

Requires the department to notify parole officers of any chronic mental disorders, infectious diseases, and medications provided to offenders prior to their release.

Mandates that notice of release for offenders convicted of arson be clearly identified and prominently displayed, with sheriffs and police chiefs notifying arson investigators.

Authorizes the Department of Corrections to conduct a pilot program with the City of Jackson's Fresh Start Program to evaluate services and best practices for ex-offender re-entry.

Effective date: July 1, 2014.
