Revises the Personal Service Contract Review Board composition to include four (4) gubernatorial appointees, the Secretary of State, and the Attorney General (or designees) instead of the previous department heads.

Removes all exemptions for professional services contracts from board review, including previously exempted contracts for computer/IT services, attorney, accountant, auditor, physician, dentist, architect, engineer, veterinarian, and utility rate expert services.

Increases quorum requirement from three (3) to four (4) members and approval requirement from two (2) to three (3) additional members present and voting.

Requires board approval for all personal and professional services contracts exceeding $100,000 and establishes that any personal service contracts executed after the effective date cannot extend beyond July 1, 2015.

Prohibits board members and employees or owners of companies receiving grants or contracts subject to this legislation from being appointed to the board.
