Adds Future Farmers of America (FFA) and 4-H Club events to the list of activities for which local school boards may authorize public school bus transportation

Authorizes school boards to permit use of motor vehicles other than school buses for trips to agricultural education sites and agricultural education-related events or competitions

Requires non-bus vehicles used for student transport to be passenger cars or multipurpose vehicles designed for fewer than 10 students, with mandatory use of manufacturer-provided crash protection systems

Prohibits students from driving authorized vehicles on public roads; students may only drive on school or private property as part of educational curriculum with no other students present

Requires drivers of authorized vehicles to maintain valid licenses, comply with locally adopted safe driver plans, and mandates school boards to adopt policies addressing procedures, liability, and consequences for violations, effective July 1, 2014
