Authorizes hunting of deer over bait on public lands and wildlife management areas during any open season on deer, whether bait is scattered on ground, in above-ground covered feeders, or stationary spin-cast feeders.

Amends Section 49-7-33 to add an exception allowing deer hunting with supplemental feed, explicitly stating this exception applies to the general prohibition on hunting with bait.

Changes Section 49-7-33.1 to allow taking deer with supplemental feed on public lands and wildlife management areas under Department of Wildlife, Fisheries and Parks jurisdiction, rather than limiting it to private lands only.

Requires the Department of Wildlife, Fisheries and Parks to study and file annual progress reports with the Legislature analyzing the program's impact on deer populations, wildlife, habitat, law enforcement, hunter success and satisfaction, public perception, and economic development.

Takes effect July 1, 2014.
