Amends Mississippi Code Section 23-15-573 to clarify required information on affidavit ballots cast by voters whose names do not appear on pollbooks or who cannot cast regular ballots.

Requires affidavit to include voter's complete name, current address and previous addresses for the last three years, home/work/cell phone numbers as applicable, signature, and poll manager signature.

Mandates separate register for affidavit ballots with voter signature upon completion and requires election officials to examine records when canvassing returns to determine if ballot should be counted.

Requires county and municipal registrars to implement a secure free access system complying with the Help America Vote Act of 2002 allowing voters to determine if their affidavit ballots were counted and reasons if not counted.

Takes effect July 1, 2014.
