Amends Mississippi Code Section 23-15-593 to authorize the county executive committee, state executive committee, or county election commission to make determinations regarding irregular ballot boxes when material failures are discovered.

Allows ballot boxes to be thrown out if failures in material particulars make it impossible to determine voter intent, unless irregularities were deliberately created by election managers to manipulate results.

Empowers the appropriate committee or commission to conduct hearings and make determinations that are "lawfully just" regarding irregular boxes, with decisions subject to judicial review.

Permits the executive committee, election commission, or court to order a new election at a precinct with an irregular ballot box and appoint new election managers.

Effective date: July 1, 2014.
