Establishes a $5.00 electronic citation fee charged by court clerks on defendants with guilty pleas, guilty judgments, or supervision grants for traffic, misdemeanor, municipal ordinance, and conservation citations.

Allocates 60% of collected fees to a Court Clerk Electronic Citation Fund established by each clerk and 40% to the arresting agency for expenses related to electronic citation systems.

Allows law enforcement officers and agencies to file traffic tickets electronically if they conform to uniform standards set by the Commissioner of Public Safety and the Attorney General.

Permits boards of supervisors or municipal governing authorities to opt out of electronic citation fees through ordinance, with any funds collected prior to the ordinance taking effect disbursed to the Department of Public Safety.

Takes effect July 1, 2014.
