Prohibits drivers from operating motor vehicles on Mississippi public roads while using wireless communication devices to send or receive written messages.

Defines "wireless communication device" as any device using commercial mobile service, including cellular telephones and personal digital assistants.

Exempts law enforcement, emergency vehicle drivers, individuals reporting dangerous behavior, people in physical danger, parked vehicles, and emergency communications with 911, hospitals, ambulance services, fire departments, or law enforcement.

Exempts vehicle-to-call center communications for operational information and vehicle navigation systems using cellular connections.

Establishes violations as misdemeanors punishable by a fine not to exceed $25.00, effective July 1, 2014.
