Proposes amendment to Mississippi Constitution of 1890 to authorize counties and municipalities to merge and consolidate into a metropolitan government

Requires Legislature to enact general law applicable to all counties and municipalities governing the merger and consolidation process, and permits enactment of local and private law on the subject

Allows incorporated municipalities within the same county to merge with each other, with the county, or with both the county and other municipalities to form a metropolitan government

Legislation must prescribe the powers, duties, taxation authority, governing structure, and officials of any metropolitan government, and may either maintain or abolish existing county offices and officials

Submitted to qualified electors for approval on November 4, 2014 (first Tuesday after first Monday of November)
