Proposes amendment to Mississippi Constitution of 1890 to authorize counties and municipalities to merge and consolidate into metropolitan governments.

Requires legislature to enact general law establishing the merger procedure and permits local and private law to supplement it.

Authorizes metropolitan governments to exercise powers and duties related to taxation, finance, and governance, with flexibility to maintain or abolish existing county offices.

Submitted to qualified electors for vote on first Tuesday after first Monday of November 2014.

Ballot explanation states amendment allows legislature to prescribe manner and procedure for counties and cities to merge and form metropolitan government.
