Amends Section 273 of the Mississippi Constitution to revise the signature requirement limits for citizen-initiated constitutional amendments.

Changes the maximum signatures allowed from any single congressional district from a fixed one-fifth (1/5) to a percentage equal to that district's share of the total number of congressional districts in the state.

Requires initiative sponsors to identify in the initiative text the amount and source of revenue needed to implement the measure, or identify programs whose funding must be reduced if revenue is reduced.

Prohibits the initiative process from being used to amend the Bill of Rights, the Mississippi Public Employees' Retirement System, right-to-work provisions, or the initiative process itself.

Submitted to qualified electors for approval at the November 2014 general election.
