Affirms the sovereignty of Mississippi's people under the Tenth Amendment over all powers not delegated to the federal government by the U.S. Constitution

Demands the federal government cease and desist any activities outside the scope of its constitutionally delegated powers

Establishes a joint legislative conference committee to recommend and propose legislation nullifying specific federal laws and regulations deemed outside federal constitutional authority

Directs communication of the resolution to all 49 other state legislatures while affirming Mississippi's continued friendship and commitment to constitutional union

Requires copies be sent to the President, congressional leadership, Mississippi's congressional delegation, and the Capitol Press Corps
