Requests Congress to call a constitutional convention under Article V of the U.S. Constitution for the sole purpose of proposing an amendment to the Fifth Amendment's Double Jeopardy Clause.

Proposes that the Double Jeopardy Clause protection against prosecution after acquittal or conviction and against multiple punishments shall not apply to any person, including law enforcement officers, accused of killing an unarmed person.

Urges all state legislatures to apply to Congress to call such a convention, with ratification requiring approval by three-fourths of the states.

Requires copies of the resolution to be sent to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, Mississippi's congressional delegation, and presiding officers of all state legislatures.
