Amends Section 261 of the Mississippi Constitution of 1890 to allow the Legislature to designate by general law how criminal fines and forfeitures are used.

Removes the existing requirement that fines and forfeitures be paid into the county treasury where prosecution occurred.

Grants the Legislature authority to determine the use and designation of criminal fines and forfeitures through general law instead of automatic county deposit.

Proposed amendment scheduled for voter approval on the first Tuesday after the first Monday of November 2014.

Ballot explanation states: "This proposed constitutional amendment provides that the Legislature by general law shall designate the use of criminal fines and forfeitures."
