Proposes amendment to Section 213A of Mississippi Constitution of 1890 to reorganize governance of eight public universities, effective July 1, 2015.

Replaces the Board of Trustees of State Institutions of Higher Learning with a Board of Governors composed of 12 members appointed by the Governor with Senate confirmation, serving nine-year terms (with initial staggered terms).

Establishes a state university system comprised of all public universities with the Board of Governors responsible for defining each university's mission, coordinating operations, and avoiding duplication.

Creates local boards of trustees for each university, consisting of seven members selected as provided by law, with powers and duties established by the Board of Governors.

Preserves the Legislature's authority to consolidate, abolish, or change the status of any public institution and to appropriate funds; submitted to voters on November 6, 2014.
