Proposes an amendment to Section 23 of the Mississippi Constitution of 1890 to extend protections against unreasonable searches and seizures to electronic communications and data.

Modifies constitutional language to explicitly include "electronic communications and data" alongside existing protections for persons, houses, and possessions.

Maintains existing warrant requirements of probable cause supported by oath or affirmation with specific designation of places to be searched and persons or things to be seized.

Submission to qualified electors scheduled for the first Tuesday after the first Monday of November 2014.
