Urges Congress to propose a constitutional amendment known as the "Regulation Freedom Amendment" to limit federal regulatory authority.

Proposes that when one-fourth of House or Senate members declare opposition to a proposed federal regulation in writing to the President, that regulation would require a majority vote of both chambers to take effect.

Cites concerns that federal regulatory growth threatens constitutional liberties including those in the First, Second, Fourth, and Fifth Amendments.

Notes that a constitutional amendment cannot be repealed or waived by future Congresses and Presidents, unlike legislation such as the REINS Act.

Directs distribution of the resolution to all members of Congress and presiding officers of state legislatures nationwide.
