Proposes amending Section 36 of the Mississippi Constitution of 1890 to change the legislature from meeting annually to meeting once every two years beginning in 2016.

Regular sessions in 2016 and every fourth year thereafter are limited to 125 calendar days, while sessions in 2018 and every fourth year thereafter are limited to 90 calendar days.

Both the House of Representatives and Senate, by concurrent resolution and two-thirds vote of those present and voting in each chamber, may extend any limited session by 30 days with no limit on the number of extensions.

The proposed amendment shall be submitted to qualified electors at the election held on the first Tuesday after the first Monday of November 2014.

The ballot explanation states: "This proposed amendment provides that beginning in 2016, the Legislature shall meet in regular session once every two years rather than annually."
