Mississippi Legislature applies to Congress under Article V of the U.S. Constitution to call a convention for proposing a balanced budget amendment to the Constitution.

Amendment would require that federal appropriations not exceed estimated federal revenues for any fiscal year, absent a national emergency, with related fiscal restraints.

This application supersedes Mississippi's 1975 balanced budget amendment application and constitutes a continuing application until two-thirds of states apply on the same subject.

Application is to be aggregated with existing balanced budget applications from 21 other states (including Alabama, Florida, Georgia, Ohio, Texas, and others) to meet the two-thirds threshold required to trigger a convention.

Urges all state legislatures to apply to Congress for calling a convention to propose a balanced budget amendment and requires copies of the resolution be sent to Congress members and state legislative leaders.
