Amends Mississippi Constitution Section 140 to require the Governor be elected by majority of popular votes cast in the general election, eliminating the electoral vote system.

Establishes a runoff election three weeks after the general election if no candidate receives a majority of votes, with the runoff held between the two candidates receiving the highest vote totals.

Repeals Section 141 which previously allowed the House of Representatives to elect the Governor from the top two candidates if neither received majorities of both popular and electoral votes.

Amends Section 142 to modify language regarding House member eligibility for appointments from elected state officers.

Submits the proposed amendments to qualified electors for a vote on the first Tuesday after the first Monday of November 2014.
