Amends House Rule 18C to allow members to speak at the podium and have speeches telecasted when the House is not in session, subject to specified requirements

Telecast of non-convened sessions must occur before 5:00 p.m. or when the journal closes each day, whichever is later

Members must submit written requests to the Clerk of the House by the journal closing time the day before their intended speech, specifying the date and length of time needed

Clerk maintains a public schedule of telecast requests and authorizes them in chronological order; members who miss scheduled time or exceed allotted time cannot request another appointment for three legislative days

Members speaking during non-convened sessions must comply with House decorum rules, and telecasts use the same technical procedures as regular floor proceedings
