Honors Lance Corporal William Kyle Carpenter, a Mississippi native born in Jackson on October 17, 1989, for his service in the United States Marine Corps.

Recognizes Carpenter's heroic actions on November 21, 2010, in Afghanistan when he covered an enemy hand grenade with his body to save fellow Marine Lance Corporal Nick Eufrazio, suffering catastrophic wounds including loss of sight in his right eye.

Acknowledges Carpenter as the third Marine to receive the Congressional Medal of Honor since the start of the War on Terror and commends his valiant recovery efforts from his injuries.

Expresses the House of Representatives' deep appreciation for Carpenter's sacrifice and the sacrifices of all United States Armed Forces members in service to the ideals of freedom and justice.
