Commends Castro Coleman, known as Mr. Sipp "The Mississippi Blues Child" from McComb, Mississippi, for winning First Place in the Band Division at the 30th International Blues Challenge.

Recognizes Mr. Sipp as Gibson Guitarist (top guitarist among Band Division finalists) at the competition held on Beale Street in Memphis, Tennessee.

Notes Mr. Sipp represented the Vicksburg Blues Society, an affiliate of The Blues Foundation, competing against 255 acts from 40 states and 16 countries.

Acknowledges Mr. Sipp as part of Mississippi's tradition of talented musicians from "The Birthplace of America's Music."

Directs copies of the resolution be provided to Mr. Sipp and members of the Capitol Press Corps.
