Creates Section 63-3-1217 to prohibit operating a motor vehicle on a highway while manually typing, sending, or reading written communications on a wireless communication device while the vehicle is in motion.

Exempts law enforcement, emergency vehicle operators, persons reporting dangerous behavior, persons in physical danger, parked vehicles, emergency communications, vehicle diagnostic systems, and navigation systems from the texting prohibition.

Prohibits use of wireless communication devices by passenger bus drivers with minor passengers except for emergencies and official school business.

Establishes penalties of up to $500 fine for violations and up to $1,000 additional fine if texting occurs during a motor vehicle accident.

Repeals Section 63-1-73 regarding texting restrictions for temporary and intermediate license holders, with the act effective July 1, 2014.
