Adds 9 hallucinogenic substances to Schedule I of the Uniform Controlled Substances Act, including 2C-E, 2C-D, 2C-C, 2C-I, 2C-T-2, 2C-T-4, 2C-H, 2C-N, and 2C-P.

Adds lorcaserin to Schedule IV of the Uniform Controlled Substances Act, including its salts, isomers, and related compounds.

Renumbers existing Schedule I and Schedule IV substances to accommodate the new additions while maintaining their controlled status.

Effective date is July 1, 2014.
