Amends Mississippi Code Section 19-5-22 to require the board of supervisors to adopt a resolution before notifying the tax collector of unpaid garbage fees.

The resolution must declare that payment of delinquent garbage fees is a condition of receiving a motor vehicle road and privilege license tag before the board can notify the tax collector.

Requires the board of supervisors to provide notice of delinquency to the person owing fees and afford them an opportunity for a hearing with due process protections before notifying the tax collector.

Authorizes the tax collector to withhold or refuse to renew motor vehicle license tags for persons delinquent on garbage fees unless those fees are paid.

Takes effect July 1, 2014.
