Transfers the Juvenile Detention Facilities Monitoring Unit from the Department of Public Safety to the Division of Youth Services within the Department of Human Services.

Maintains the monitoring unit's responsibility to investigate, evaluate, and ensure juvenile justice facilities (detention centers and group homes) comply with national best practices and state and federal law.

Changes reporting frequency from quarterly to yearly basis for reports to the Governor, Lieutenant Governor, Legislature members, and county boards of supervisors regarding monitoring activities and findings.

Clarifies that the monitoring unit shall only oversee juvenile justice group homes serving as dispositional placements for delinquent youth and explicitly excludes authority to monitor foster care or shelter care placements.

Requires transfer of all existing monitoring unit equipment from the Department of Public Safety to the Department of Human Services, effective July 1, 2014.
