Allows Oakley Youth Development Center to receive advance notice of child commitments to manage population limitations instead of requiring standard advance notice procedures.

Reduces notice period from 10 business days to less than 10 days for child release notifications when facility population management is necessary.

Removes the requirement that a child must be adjudicated delinquent three or more times for a misdemeanor offense to be committed to training school; only felony adjudications now qualify for such commitment.

Effective date is July 1, 2014.
