Amends Section 99-19-83 of Mississippi Code to expand the habitual offenders law by adding "burglary of a dwelling" and sex offenses requiring registration under Section 45-33-25 to the list of qualifying felonies.

Clarifies that prior sentences of one or more years can be counted whether served concurrently or consecutively when determining habitual offender status.

Requires life imprisonment without reduction, suspension, parole, probation, or any other form of early release for habitual offenders whose prior felonies include a crime of violence, burglary of a dwelling, or a qualifying sex offense.

Effective date is July 1, 2014.
