Requires all center-fire pistol and rifle cartridges sold in Mississippi to bear a unique identifying mark or serial number on the casing.

Mandates ammunition sellers maintain records of the serial numbers or identifying marks of cartridges sold.

Requires sellers to retain ammunition purchase records for a minimum of five years from the date of sale.

Establishes penalties of up to $5,000 fine and/or up to five years imprisonment for violations.

Takes effect October 1, 2014.
