Creates the "Employment First Act" requiring state agencies providing disability services to prioritize competitive employment in integrated settings as the first option for working-age persons with disabilities.

Defines competitive employment as full-time or part-time work in integrated community settings compensated at or above minimum wage and at customary wage levels for equivalent positions.

Establishes a 9-member Employment First Oversight Commission under the Mississippi Council on Developmental Disabilities to review measurable goals from state agencies and track implementation progress.

Requires all state agencies to coordinate efforts, share data across systems, adopt rules for implementation, and submit measurable goals and objectives to the commission for evaluation.

Mandates the commission submit annual reports to the Governor and Legislature detailing progress toward full implementation, identifying barriers, and recommending effective strategies; effective July 1, 2014.
